Le mardi 13 octobre 2026, le Journal officiel des associations a publi\u00e9 la d\u00e9claration de cr\u00e9ation de l\u2019Association pour les Technologies Libres et les Applications Scientifiques Alternatives \u2014 ATLAS. Derri\u00e8re cette formalit\u00e9, une \u00e9tape fondatrice : le projet que vous soutenez existe d\u00e9sormais en droit.<\/p>

Depuis le 4 juin, plus de 250 adh\u00e9rents nous ont rejoints sur la foi de nos publications, de nos mesures et de nos \u00e9changes, avant m\u00eame que l\u2019association n\u2019existe sur le papier. Cette publication donne un cadre l\u00e9gal \u00e0 cette confiance : ATLAS peut d\u00e9sormais contracter, ouvrir un compte bancaire \u00e0 son nom, d\u00e9poser et g\u00e9rer des brevets et nouer des partenariats en son nom propre.<\/p>

    Ce que cela change pour vous<\/h2>

      Votre adh\u00e9sion reste valable, sans aucune d\u00e9marche<\/strong>Votre num\u00e9ro, votre carte et votre tarif fondateur (50 \u20ac\/an, garanti \u00e0 vie) sont inchang\u00e9s.<\/span><\/div><\/li>
    2. <\/svg><\/span>
      Prochaine \u00e9tape : un compte bancaire au nom de l\u2019association<\/strong>Il ouvrira la voie au paiement par carte bancaire sur le site. Nous vous informerons d\u00e8s qu\u2019il sera op\u00e9rationnel.<\/span><\/div><\/li>
    3. <\/svg><\/span>
      Une gouvernance \u00e9crite et opposable<\/strong>Statuts et r\u00e8glement int\u00e9rieur fixent d\u00e9sormais les droits de chacun, la tenue des comptes et le contr\u00f4le des d\u00e9penses.<\/span><\/div><\/li><\/ol>

      Le r\u00e8glement int\u00e9rieur : l\u2019essentiel<\/h2>

      Adopt\u00e9 \u00e0 l\u2019unanimit\u00e9 lors de l\u2019assembl\u00e9e g\u00e9n\u00e9rale constitutive du 19 septembre 2026, le r\u00e8glement int\u00e9rieur compl\u00e8te les statuts en 24 articles r\u00e9partis en 8 titres. En voici les points cl\u00e9s.<\/p>

      1. <\/svg><\/span>
        Adh\u00e9sion et cotisation<\/strong>Demande \u00e9crite au bureau, r\u00e9ponse sous trente jours. Cotisation de r\u00e9f\u00e9rence : 150 \u20ac\/an, ramen\u00e9e \u00e0 50 \u20ac pour les 1 000 premiers adh\u00e9rents. La cotisation est ferme et d\u00e9finitive (sauf erreur de paiement constat\u00e9e) ; les dons sont irr\u00e9vocables.<\/span><\/div><\/li>
      2. <\/svg><\/span>
        Vos droits d\u2019adh\u00e9rent<\/strong>Une carte nominative et non cessible donne acc\u00e8s aux archives, aux assembl\u00e9es g\u00e9n\u00e9rales, aux \u00e9v\u00e9nements internes et \u00e0 au moins 20 % de r\u00e9duction sur les formations.<\/span><\/div><\/li>
      3. <\/svg><\/span>
        Le laboratoire et la s\u00e9curit\u00e9<\/strong>Le si\u00e8ge et le laboratoire sont r\u00e9unis \u00e0 La Souterraine. Les adh\u00e9rents peuvent y acc\u00e9der sur autorisation du pr\u00e9sident et apr\u00e8s signature d\u2019une d\u00e9charge. R\u00e8gles non n\u00e9gociables : \u00e9quipements de protection, bin\u00f4me obligatoire pour toute manipulation haute tension, registre de s\u00e9curit\u00e9.<\/span><\/div><\/li>
      4. <\/svg><\/span>
        Propri\u00e9t\u00e9 intellectuelle et confidentialit\u00e9<\/strong>Tout d\u00e9veloppement r\u00e9alis\u00e9 dans le cadre d\u2019ATLAS appartient \u00e0 l\u2019association ; les travaux ant\u00e9rieurs restent \u00e0 leur auteur, le brevet InfiniX faisant l\u2019objet d\u2019une convention d\u2019apport. Une obligation stricte de confidentialit\u00e9 s\u2019applique \u00e0 tous.<\/span><\/div><\/li>
      5. <\/svg><\/span>
        Comit\u00e9 technique et incubateur<\/strong>Un comit\u00e9 technique \u2014 pr\u00e9sident, conseiller juridique, Pierrick Morin (membre d\u2019honneur, expert technique r\u00e9f\u00e9rent) et experts coopt\u00e9s \u2014 \u00e9value les projets. Les candidatures \u00e0 l\u2019incubateur sont examin\u00e9es sous trente jours, notamment sur leur caract\u00e8re alternatif, leur faisabilit\u00e9 et leur potentiel open source.<\/span><\/div><\/li>
      6. <\/svg><\/span>
        Formations<\/strong>Valid\u00e9es par le bureau, avec au moins 20 % de r\u00e9duction pour les membres. Remboursement int\u00e9gral si ATLAS annule une session.<\/span><\/div><\/li>
      7. <\/svg><\/span>
        Gouvernance et transparence<\/strong>Bureau r\u00e9uni au moins chaque trimestre avec proc\u00e8s-verbal, rapport mensuel \u00e9crit de chaque membre du bureau, indicateurs par poste et engagements financiers encadr\u00e9s par paliers, de la d\u00e9cision du pr\u00e9sident seul jusqu\u2019\u00e0 l\u2019information de l\u2019assembl\u00e9e g\u00e9n\u00e9rale.<\/span><\/div><\/li>
      8. <\/svg><\/span>
        Discipline<\/strong>Proc\u00e9dure gradu\u00e9e et contradictoire : avertissement \u00e9crit, suspension temporaire, puis exclusion prononc\u00e9e par l\u2019assembl\u00e9e g\u00e9n\u00e9rale apr\u00e8s que l\u2019int\u00e9ress\u00e9 a pu pr\u00e9senter ses observations.<\/span><\/div><\/li><\/ol>
